Job Description:

“International Center for Agribusiness Research and Education” (ICARE) Foundation is looking for an experienced and proactive Procurement Specialist to support the implementation of the DEMONSTRATING CLIMATE-SMART PRACTICES IN HORTICULTURE IN ARMENIA Project, within the framework of PROGRESS – Promoting Green Deal Readiness in the Eastern Partnership Countries programme commissioned by the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN).

Under the direct supervision of the Project Manager and in close coordination with the Project Coordinator, the Procurement Specialist will ensure timely, transparent, and cost-effective procurement of inputs and technologies (such as pest and disease management systems, early-warning tools, agrovoltaics, and post-harvest solutions). The Procurement Specialist will also contribute to knowledge transfer by documenting procurement processes and sharing best practices with project partners and stakeholders.

Job responsibilities:

  • Responsible for all procurement operations within the framework of the Project, to be carried out in accordance with both ICARE Foundation and GIZ procurement policies.
  • Develop technical specifications for equipment to be procured based on ICARE Foundation’s procurement policies, announce open tenders, and review received applications and documents, including evaluation of technical and financial proposals for goods and services.
  • Coordinate the company’s contacts and relationships with suppliers.
  • Conduct negotiations with suppliers to secure mutually beneficial cooperation terms for the company.
  • Prepare and regulate pre-contractual documents, and conclude contracts with suppliers and Project beneficiaries.
  • Coordinate and monitor the timely fulfillment of contractual obligations with suppliers.
  • Verify the accuracy of purchase orders before approving invoices.
  • Coordinate and monitor the process of timely receipt of all required documents from suppliers.
  • When necessary, travel to project beneficiary sites to supervise the delivery of purchased goods and ensure the quality of acquired items.
  • Work with the Project Manager, Project Coordinator, and Financial Manager to identify purchase orders that may require modification or cancellation due to financial or administrative inconsistencies.
  • Ensure that the entire procurement process complies with both Foundation and GIZ regulations.

Required qualifications:

  • Bachelor’s degree (Master’s preferred) in Economics, Business Administration, Management, Law, or a related field
  • At least 5 years of experience working with procurement and acquisition processes in programs funded by international organizations.
  • Experience in managing full-cycle procurement processes, from tender announcement to contract implementation and reporting
  • Excellent negotiation and problem-solving skills
  • Strong teamwork and interpersonal skills
  • Fluency in Armenian; working knowledge of English.
  • Proficiency in MS Office.

Salary:
Commensurate with experience.
